The key for rapid development of open education is in team building while the guarantee for garnering talents lies in the development of quality of personnel staff. To cope with rapid development of RTVUs, personnel staff must constantly heighten their awareness of Five Concepts , i. e. the concepts of learning, innovation, service, environment and reform.
