文章运用史论结合的方法 ,以对建国以来教育方针的内容构成所作回溯性和审视性的述评为基础 ,阐述了运用立法手段和形式将“教育要面向现代化、面向世界、面向未来”厘定为我国新世纪教育方针的基本思想。

By using a method of combining historical analysis with logical analysis, this article looks back at the content and structure of our educational policy after the People's Republic of China was founded. The article recommends that legislation should be adopted in ensuring DENG Xiaoping's idea of 'China's education should face modernization, the world and the future' as the guideline for China's education development in the new century.
