将西气东输工程建成高可靠性系统 被引量:1

BUILDING UP THE WEST-TO-EAST NATURAL GAS TRANSMISSION PROJECT AS A HIGH RELIABILITY SYSTEM

摘要 借鉴系统可靠性分类法的理论和方法研究了西气东输工程 ,进而提出了以下三种解决方案 ,如能实现 ,不但可以将西气东输工程中、下游目前的低可靠性系统建成为高可靠性环网管段及高可靠性环网供、用气系统 ,而且可以节省巨额投资。第一 ,把主管系统建成为高可靠性环网管段 ,即西北天然气与四川天然气在上海并联为一个子系统后 ,该系统就具备了m =2可靠系统的主要条件 ,这样 ,一条管线就可以当作两条不同方向传输的管线使用。第二 ,“三个为零”的节资措施 :①用主管沿线的废弃或正在开采的油气田作储调资源 ,其投资为零 ;②采取用户零储备 ;③为提高系统可靠性所必须采用的 2项发明专利 ,目前使用费为零。第三 ,建成城市用户的高可靠性环网供、用气系统。 The west-to-east natural gas transmission project bas been studied by use of the theory and method of systems reliability classification,then three solving plans have been proposed as follows.First,the main pipeline system will be built up as a circular pipe network section with high reliability,i.e.after the Northwest gas pipeline will have been paralleled with the Sichuan gas pipeline as a sub-system at Shanghai,this system will possess the main conditions of m=2 reliability system,then one pipeline may be used for transporting natural gas to different directions as two pipelines;second,the measures of saving on funds of 'Three Zeros'must be considered,i.e.① the abandoned or being-produced fields along the main pipeline may be taken as the storage-adjustment resources,so that their investments are zero;② user zero storage is adopted;and ③ in order to raise the systems reliability,it is imperative to adopt two patents which costs of use are zero;third,it is necessary for us to build up the circular pipe network gas-supply system with high reliability for urbar users.If these plans can be realized,in the west-to-east natural gas transmission project,not only the downstream existent pipe network with low reliability system may be built up into the circular pipe network section and cirular pipe network gas-supply system with high reliability but also huge investments may be economized on.
