Practicing Clean Production in Environmental Impact Assessment

介绍了清洁生产的概念和主要思路 ,在环境影响评价工作中应如何从末端治理评价向清洁生产评价转变 ,应如何加强环境影响评价在实际工作中的力度。指出了一方面要大力推行清洁生产 ,另一方面要进行战略性环境影响评价 ,实现经济发展与环境保护的“双赢”。

This paper introduces the concept and major thinking of the clean production, and how to transform from end control pattern into the assessment of clean production, how to strengthen the dynamics of environmental impact assessment in actual work, points out that on the one hand we must make great efforts to practicing clean production, on the other hand we make strategic environmental impact assessment and overall planning for purpose of getting double winning of economic development and environmental protection.
