摘要
政治文明很大程度上与政府干预经济的效率相关。政府干预经济活动的效率目标要求包括两个方面 :一是干预经济的活动不能妨碍市场机制促进效率提高的功能 ;二是政府实现公平目标的调节同样有效率要求。因此政府干预经济不能随心所欲 ,应该有明确的规则。
Political civilization is largely connected with government intervening in economic efficiency. The intervention involves two aspects: firstly, it intervenes in economic activities instead of preventing market from increasing efficiency; secondly, it also needs efficiency for the government to achieve fairness. Therefore, instead of being a random intervention, it should conform to specific rules.
