A Study on the Strategic Environment Evaluation in City Sustainable Development

随着经济全球化和城市化进程的加快 ,城市社会经济发展过程中出现了严重的环境问题。要解决阻碍城市可持续发展的问题 ,就必须从有关制度安排和决策程序着手 ,而城市发展的战略环境评价在其中扮演了重要角色 ,并在城市可持续发展综合决策中起着不可替代的核心作用。它着眼于世代间的生态公平 ,具有战略性、开放性、灵活性、科学性的特点和重要决策价值。世界各国的战略环境评价实践 ,为中国迎接加入WTO后的全球化、城市化挑战和实施城市可持续发展战略提供了经验借鉴。

With the rapid progress of economic globalization and urbanization, serious environmental problems emerged in the social and economic development of cities. To solve such problems, we must start from relevant regulations and decision-making procedures, in which the evaluation of strategic environment on city development plays an important role, functioning as a core of comprehensive policy decisions on city sustainable development. The evaluation focuses on ecological fairness of generations, acquiring the characteristics of strategy, openness, flexibility, scientific system. Thus, evaluations of strategic environment in other countries can provide experience for our decision makings, when we confront with globalization, urbanization and implementation of cities' sustainable development strategies after China's access of WTO.
