Japan kept its ear to collecting outside information before Meiji Restoration although it enforced isolation policy. The message, rooted in Fusetsu books by Chinese merchants, Chinese scholars works and Bakufus observation to China, played a significant role in forming Japans sense of the West. Moreover, Japan extracted a lesson from the Chinas predicament. Therefore, Japan could formulate its liberal policies, which laid a foundation for Meiji Restoration.
