Development Is Top Priority for the Party to Govern andRejuvenate the Country

贯彻“三个代表”重要思想,必须把发展作为党执政兴国的第一要务,这是新时期共产党执政的合法性、正义性、优越性的时代诉求。没有经济、政治、文化的发展,没有各方面工作的绩效,党的执政基础就无法巩固,因此,必须高度重视解放和发展生产力,必须大力发展社会主义文化,必须代表最广大人民的根本利益,一心一意谋发展。

To carry out the important thought of Three Represents, it is essential for the Party-to give top priority to development in governing and rejuvenating the country. This is the demand of the times for CPC to be in power with legitimacy,justice,and superiority in new period. Without the development of economy,politics,culture,without that of performance in various fields,there is no way of consolidating the ruling foundation of the Party. Therefore,wemust attach great importance to the liberation and derelopment of the productive forces,must develop advanced socialist culture energetically,and must represent the fundamental interests of the overwhelming majority of the people for the purpose of wholehearted development.
