摘要
建设制度文明是发展有效政府的重要方向。在理论上探讨有效政府技术效率、配置效率、制度效率和动态效率四个方面的基本价值准则和相互之间的关系,对经济与社会的持续发展是至关重要的。
The 16th Congress of Communist Party of China(CPC) has pointed out that we should build socialist political civilization. This is an important direction of developing an efficient government. Efficient government is efficient not only in terms of technical efficiency,allocative efficiency, but also in terms of institutional efficiency and adaptive efficiency. This paper will explore these four basic values and their relationships for efficient government,as it is of very importance for sustainable development of economy and society.
