冗员、政府干预与国有企业技术创新的实证分析 被引量:7

A Positive Analysis of the Excess Employee, Government Interference and Technical Innovation of SOEs in China

摘要 买方经济条件下,国有企业不重视技术创新导致经济效益不佳产生了大量的冗员,而冗员严重的企业往往不重视技术进步。其原因:一是政府的目标之一是充分就业,所以国有企业的管理者难以裁员或减薪;二是经济效益不佳、大量冗员的存在使国有企业缺乏资金用于技术创新。 In terms of a buyer's market, if SOE does not pay attention to technical innovation, the poor benefits will result in excess employee. But the enterprise that has excess employee often pays little attention to technical innovation. This article believes that because one of the government's aims is full employment, so managers of SOE are forced not to reduce the staff. On the other hand, because of poor benefit and excess employee, SOE lacks funds to improve technique. Finally, this article proves most of the viewpoints through a survey of about 200 SOEs.
