摘要
目前我国理论界对政企关系的提法很多,比如“政企分开”、“政企难分”、“政企天生不可分”等,其中最多的提法是“政企分开”。然而这些提法从严格意义上说是不恰当的,国有企业本身是一个很宽广而复杂的概念,它与政府之间的关系是复杂的、分类别的。从资源配置的方式着手来探讨政企关系,并试图对我国迄今为止的国有企业改革的思路做出简单的经验性解释,最后给出可能的政策含义。
There are several sayings recently about the government-SOE relationship in China's theory community, such as government- SOE should depart or hard to depart or can't depart, etc. . The most common saying is 'should depart'. But these sayings are not appropriate in a critical sense. The relationship between the government and SOE is complex and should be divided into some types according to some criterion. The paper studies the government-SOE relationship according to the different types of SOEs, and makes an experiential explanation to the reform of SOE so far. Finally, we give out some policy implications.
