Owing to their big gap in economy, science and technology, and other aspects, developed countries and developing countries have some friction and conflicts over intellectual property protection. The former expects a higher level protection while the latter hopes that more consideration can be given to its conditions. Thus, it is vital to establish a principle of balancing the interests between them.
