国际BOT投融资方式在陕西农业建设中的应用

Research on application of international BOT in the construction of agricultural in Shaanxi province

详细分析了陕西省农业和农村基础设施建设的现状及主要问题。研究结果表明,由于长期资金短缺和投资运行效益低下问题未能得到有效解决,致使农业和农村基础设施建设与农业和农村经济进一步发展之间仍有很大差距。为了摆脱自有资金的限制,提高投资能力和运营效益,积极引入BOT方式,具有现实的必要性、紧迫性和重大理论意义。根据国外经验和陕西省的实际情况,并结合BOT项目自身特征,阐述了BOT在陕西农业和农村基础设施中的应用领域,并就进一步改善BOT投资环境,对相关的管理体制、法律制度和实务操作等存在的问题提出了对策建议。

The current situation and the existing problems of construction of agricultural and rural infrastructure are analyzed in Shaanxi province.The results show that the distance exists between the construction of agricultural and rural infrastructure and the development of agricultural and rural economy.It is because of the shortage of fund and the low economic benefit not resolved for a long time.In order to be free from the limit of selfpossessed fund and improve the capacity and benefit of investment,it is of practical necessity, urgency and important theoretical significance to introduce BOT into construction of agricultural and rural infrastructure.The applied fields of BOT are expounded,pointing points out the existing problems in the aspects of regulatory reforms,legal systems and practical operation based on the external experiences,actual situation of Shaanxi province and characteristics of BOT.Some countermeasures and suggestions are offered to make further improvement on the investment environment of BOT.
