Constructing Mechanism of Public Participation in Urban Planning in China

20世纪90年代,我国在城市规划领域中开始引入公众参与机制,历时十余年的发展,虽取得了显著的进步,但我国现状的公众参与程度仍停留在形式化的表象运作阶段,远没有实现真正意义上的公众参与。究其原因,一是公众参与制度不健全、法律保障缺乏;二是参与组织机构不健全;三是公众知识结构和文化水平的限制。为此,在今后的公众参与工作中,需完善规划法规,从法律上确保公众参与的合法地位;构建合理的公众参与组织形式;加大对公众规划知识的普及力度。

Public participation in urban planning in China is still on the surface. The reasons are:lack of legal system of guarantee,no soundsystem of participating organizations,and limitation by the intellectural structure of the public. From these three aspects,the paperdiscusses and proposes the problems and ways to promote public participation.[
