摘要
三峡库区人才资源开发既关系到库区百万大移民任务的顺利完成 ,更关系到库区的建设和发展。开发库区的人才资源 ,必须从三峡库区的人才现状及需求分析入手 ,提出三峡库区人才资源开发应采取的对策。三峡库区特殊的区情、人才资源现状和未来的人才需求状况 ,决定了库区人才资源开发的系统性和长期性。因此 ,三峡库区人才资源开发需要采取政策性开发、培养性开发和使用性开发三种形式相结合的方式 。
The development of talent resource in the Three Gorges Reservoir Area decides not only the task on the millions of migrations, but also the construction and development in the Three Gorges Reservoir Area. We consider that the countermeasure of talent resource development should be based on the talent reality and requirement in the Three Gorges Reservoir Area. According to the special situation of local area and the reality and demand of talent resource, the development of talent resource in the Three Gorges Reservoir Area is systematical and long term. Accordingly, we insist that the development of talent resource in the Three Gorges Reservoir Area will be successful and effective only if three ways and means of policy development, fostering development and utilization development are combined well.
