黑龙江省与俄罗斯远东合作开发油气资源的对策研究

A POLICY STUDY ON THE COOPERATIVE EXPLOITATION OF OIL AND GAS RESOURCES BETWEEN HEILONGJIANG PROVINCE AND THE RUSSIAN FAR EAST

大庆油田是黑龙江省重要的油气生产基地,依托该基地形成的石化产业是黑龙江省的支柱产业。从60年代起,以大庆油田为代表的我省油气产业为国家能源生产和石化工业的发展做出了重大贡献。由于大庆油田产量逐年递减的趋势不可逆转,它不仅不能为国家提供更多的重要战略资源———石油和天然气,而且也使我省的石化工业面临原料短缺的问题日益突出。黑龙江省充分利用与俄罗斯远东地区的地缘优势和传统经济联系,积极拓展与该地区油气资源开发和利用的合作,对于缓解国内、省内油气资源供需矛盾,拉动我省乃至我国石化工业快速增长,不仅是必要的,而且也是可行的。

Daqing oil field is an important oil and gas production base on which an oil-chemical belt is formed to be a backbone industry of Heilongjiang province.Since 1960s,the oil and gas industry of our province which is represented by Daqing has made a great contribution to national energy production and oil-chemical industry.As the trend in Daqing oil products decreasing successively year after year is inevitable,the oil field cannot provide the nation with more strategic resources--oil and gas and hence a shortage of raw materials in the oil-chemical industry of the province becomes serious with each passing day.It is not only necessary but faasible for Heilongjiang province to make full use of its geographic advantage and traditional economic links with the Russian Far East and to actively develop cooperation with the Far East in its oil and gas exploitation and utility,because such cooperation will ease up the contradiction of supply and demand of oil and gas resources in Heilongjiang and China and spur on a fast increase in oil-chemical industry of the province and China.
