俄罗斯经济转轨是一次深刻的变革 ,包括从经济制度到社会制度的全面重构和建设。私有化是构造市场经济微观基础的基本条件 ,在俄罗斯经济转轨政策中居于核心地位。通过实行私有化 ,俄罗斯的基本经济制度已经发生了重大的变化 ,原有的决定国家经济生活本质特征的国家所有制在经济生活中的统治地位已得到彻底改造 ,俄罗斯已经建立了市场经济的基础 ,但从新制度结构的行为能力看 ,这一基础尚不健全 ,在基本经济制度建设中都还存在许多消极后果 ,对俄罗斯经济的发展产生了不可低估的负面影响。文章通过实证研究对俄罗斯私有化进行了综合评价。

Russian economic transition is a deep reform.It embraces the overhauling of both economic and social systems. Privatization is the basic condition for structuring a micro basis for the market economy. It occupies a core status in the Russian economic transition policy. Through privatization, Russia has made a major change in its basic economic system. The dominant status of the state ownership in economic life that determined the essential features of state economic life as in the past has been radically transformed. Russia has set up the basis of a market economy, but judging from the behavior capacity of the new system structure, the new basis remains unsound. There are still many negative consequences which exerts quite a negative influence on Russian economic development. The article gives a comprehensive evaluation to the Russian privatization from a positivist approach.
