关于地方性流动人口计划生育管理法规的几点探讨

Some Discussion on the Local Family Planning Managing Regulation of Floating Population

中国的流动人口计划生育法规的制定是地方性法规先行,全国性的法规在后。在法规建设中各地方法规之间存在一些需要协调的问题,地方性法规在可操作性上也存在一些问题,对流动人口计划生育管理工作和相关法规建设提出以下建议:一是对流动人口给出一个比较合理的定义;二是注意与当前的户籍管理体制改革相配套;三是实行以居住地计划生育政策为主要标准的管理模式。

The formulation of the local regulations of floating population family planning in China goes ahead of that of the nationwide ones . There are some problems to be coordinated between various local regulations in regulation establishment . There are still some problems in the local regulations from the aspect of effectiveness . The current thesis proposes the following suggestion to floating population family planning management and the relevant regulations : Firstly , a more rational definition should be given to the floating population ; Secondly , it should be suitable to the present reform of management system of household register ; Thirdly , the management model with the child-bearing policy of the residence as the main standard management mode should be implemented .
