试谈电力事业发展中的经济法制建设问题

Problem about Economic Legal System Construction in the Development of Power Industry

根据改革和发展的客观需要分析了电力事业发展中法制建设的现状;指出了电力法制建设中不适应市场经济发展的政企不分、监管不力等七个方面的问题;建议从制定《能源法》,修改《电力法》开始,提出尽快完善我国有关电力事业发展的电力法规体系的七个方面问题。

The situation of the legal system in the development of the power Industry has been analyzed according to the demand of reform and development and, some seven problems such as a mixture of government administration and enterprise management and the unqualified supervision and so on,which are not fit for the development of market economy in the legal system of power Industry have also been pointed out, thus it is recommended that the works in the seven aspects of China's power legal system should be improved as soon as possible by means of drawing up energy law and revising power law as well.
