Thoughts on Economic Growth and the Transfer of the Economic Growth Mode

经济学理论的发展及不同国家经济发展的实践,揭示了科技进步、技术创新对经济发展的重要作用。转变经济增长方式的关键在于提高经济发展各层面,尤其是提高投资实效和外延扩大再生产的质量和效益。一是通过发展高新技术产业实现经济结构的优化。二是通过高新技术改造传统产业,促进传统产业的技术提升。从建立健全技术创新体系入手,调动社会各方面,尤其是作为创新主体的企业的积极性,为经济增长方式的转变提供强有力的技术支撑。在产权制度、分配制度、企业法人治理、知识产权保护及相关政策等方面按照市场经济原则,建立和完善有利于技术创新的制度保证体系。

The developments of the economics theory and practice in various countries have testified the important role of the science and technology progress,technology innovation on the economic development.The key in the transfer of the economic growth mode relies in improving the quality and efficiency in the various aspects of the economic development,especially in the investment and the external expansion reproduction.One of the two ways is to optimize the economic structure by the development of the hi-technology industry,while the other is to reform the traditional industry by the hi-tech so as to upgrade the traditional industry.This paper first presents the research in the establishment of the technology innovation system,invokes the activity of the various factors in the society,especially that of the enterprise as the innovation main factor,and provides the strong support to the transfer of the economic growth mode.Consequently a paradigm is made in establishing and perfecting the regulation supporting system of the technology innovation in the field of the ownership system,distribution system,corporate governance,intellectual property protection and the relevant policies according to the market economy principles.
