全面推行学分制教学管理制度是全面实施素质教育的需要 ,是适应人才培养要求的需要 ,是科学地进行教育评价、教育体制改革以及高校内部综合改革的需要。目前我国高校学分制运行中存在的主要问题表现在 :外部环境不利于学分制的推广、对学分制本质的认识不清及学生管理工作与此不适应等方面。因此 ,建立中国特色的学分制要以素质教育为基点 ,从课程体系、导师制、学分绩点制、学生管理模式等方面进行改革 ,将如何学的权力交给学生。

The establishment of a teaching administrative system incorporating credit system is the urge of implementing a full-scale quality education, and the demands of training quality personnel, scientific evaluation of education and reforms of educational system. Many problems exist in the current credit system. Therefore, it is of vital importance to create a credit system with Chinese features.
