桂林市降水资源丰富,水资源总量为398 29亿m3/a,现状年水资源利用总量为48 9亿m3/a,以地表水开发利用为主,其中农业用水占80%.由于降水时空分布不均,局部地区农业用水困难,重要城镇供水紧张,漓江枯水严重;由于城镇污废水处理能力有限或排水管网不配套,加上管理监督缺乏力度,局部河段尤其城镇饮用水源地水质状况不良.水短缺和水污染问题随着社会经济发展而日显突出,提出合理的保护利用总体思路对水资源的可持续利用具有重要的参考价值.

Guilin is a famous tourism city in the world. Water resource is abundant and its total amount is of 39 829 million m3/a in the city. Among them, there is 4 890 million m3/a.Most surface water is used and 80% in agriculture. Because distribution of precipitation is non-homogeneous in spacetime, it is difficult to supply water for local agriculture and main towns in dry season. In the meantime, the character of low water is serious in Lijiang River. On the other hand, water quality is affected in part of river and in water source area by limited sewage disposal, uncorrdinated drainage net and lacking of monitor. With the development of socioeconomics, the problems of water shortage and water pollution become serious. It is important to take measures for reasonable protecting and utilizing water resources.
