计及网损的全电网阻塞费用分摊 被引量:4

A NEW METHOD FOR CONGESTION COST ALLOCATION CONSIDERING POWER LOSSES

摘要 现有的方法在阻塞费用分配时 ,大部分都是基于直流潮流进行 ,不考虑有功和无功的交叉影响以及网损的影响 ,并且阻塞费用一般都只分给电力用户。本文基于交流潮流追踪 ,提出了一种面向全电网用户的阻塞费用分配的新方法。该方法先将阻塞费用分给相应的支路 ,然后按各发电机对阻塞支路的贡献将阻塞费用分到各发电机 ,最后按功率组成分量分配给相应的用户。该方法不产生销售盈余 ,并消除了用户之间的补贴 ,给发电侧和负荷侧提供了准确的经济信息 ;该方法不仅适合 Powerpool模式 ,也适合双边交易 (多边交易 )模式。 The existing transmissi on congestion cost allocation methods are almost based on DC flows. The interactio n between P-Q is generally neglected due to its complexity. In addition, the con gestion cost is allocated just to consumers (nodal loads). To improve the accura cy and equitablity of the existing methods, a new user-oriented congestion cost allocation method is proposed. A novel definition of using portion of a power el ement by a particular generator is presented based on direct AC flow tracing. Th e system congestion cost is allocated to relative lines, and then to individual generators according to their contributions to system congestion. At last, the c ongestion cost a consumer has to pay is determined by its active components abso rbed from individual generators. The proposed method eliminates not only the mer chandising surplus, but also the mutual compensations. It gives correct economic signals to both generators and consumers. The P-Q interaction is taken into acc ount accurately. Simulation results show that the proposed method is powerful an d effective.
