再论"三元"立交林业技术经营体系(实践问题 )

ANOTHER DISCUSSION ON "THREE-DIMENSION" MANAGEMENT SYSTEM OF FORESTRY TECHNOLOGY(PROBLEMS IN PRACTICE)

提出了"生态为先———市场取向———区域特色"三元立交林业技术经营体系的内容,特点是在既定的资源条件下能够根据区位交通条件,社会经济条件,瞄准市场容量、走势来找区位发展的切入点,再通过技术把生态环境意识、市场法规意识灌输于经营中,并制定相应的运行模式和运行图。在此基础上建立了相应的"围山转"模式、实施生态建设的拉动模式、借助林业工程的项目带动模式、延伸主导产业链的黄土丘陵模式及依托林网发展林果业的平原农区模式等5种经营模式,并对各模式经济效益进行了全面分析。
