Difficulty in Increasing Farmers' Income and Countermeasures

作者认为，要解决农民增收困难的问题，应以农业为重点，找准农业、工业和服务业平衡发展的内在规律，创造性地实施农用土地规模化经营，调整国家投资结构，加大农业投入，大力发展有利于农民分流的特色工业和服务业，加快整个社会主义现代化建设进程。

The author believes that, in order to overcome the difficulty, we should take agriculture as focal point, find out the internal regularity for balance of developments among agriculture, industry and service trades, creatively carry out large-scale farmland operation, greatly increase agricultural investment, vigorously develop the featured manufactures and service trades beneficial to reposition of redundant farmers.
