作者将十六大精神与云南民族地区的实际紧密结合，认为要全面建设小康社会，必须以民族团结、边疆稳定的良好社会环境为保障，以加快少数民族和民族地区发展为核心，以培养人才为关键，还必须坚持先进文化的前进方向、弘扬和培育民族精神。

By combining the spirit of the sixteenth national congress of Chinese Communist Party closely with the reality of ethnic areas in Yunnan, the author believes that, in order to build the well-off society in an all-round way, we must construct a good social environment of national unity and stable frontiers as safeguard, speed up the development of ethnic societies and ethnic areas as nucleus, cultivate talented persons as key, stick to the direction of advanced cultures, and develop and carry forward the national spirit.
