增刊论文透析

An analysis on papers in supplementary issues,

针对增刊论文在职称评聘、课题鉴定、年度考核评审中被打入另册的现象,对增刊论文进行透析。认为:增刊与正刊一样,是经政府管理部门批准、公开出版的重要信息载体,是正刊的重要补充,并有不同于正刊的特点与优势;增刊也有精品,正刊也有次品;在论文评审中,应不拘形式,注重内容。提出了作者、审者、编者、管理者应同心协力,为增刊正名的思路。

In view of the situation that little importance is attached to the papers in the supplementary issues in professional title evaluation, academic project appraisement and personal yearly check, the papers in supplementary issues are analyzed. It is put forward that, like the normal issues, the supplementary issues are important information carriers, which are authorized to publish by the government departments of news and publication management. As important supplements to normal issues, they have their characteristics and advantages, which are different from the normal issues. The appraisement of the papers should be based on their quality, for high-quality and low-quality papers are published in both normal issues and supplementary issues. An idea is presented that the authors, the peer reviewers, the editors and the administrative departments should work together to rehabilitate the prestige of supplementary issues.
