Technological Development, Factor Marketinization and Dual Structure Transformation

中国尽管经历了二十多年市场经济导向的改革,经济持续高速增长,但是如今仍然要面对二元结构转型滞后的现实。要实现二元经济向一元经济的成功转型不仅要依赖于农村人口向城市的转移,而且要提高农业自身的生产能力,改善农村生活条件,使工农差别和城乡差别不断缩小。在这个过程中,技术进步是二元结构转型的推动力量,而要素市场化是实现结构转型的制度基础。

China has conducted marketoriented reform for more than twenty years and the Chinese economy has experienced continuous rapid growth during this period. However, we still have to face the lagged reality of dual structure transformation. In order to successfully transform the dual economic structure to the single economic structure, we must transfer rural population to urban areas, improve agricultural productivity and rural living conditions, and reduce the discrepancies between workers and farmers, and between urban and rural areas. During this process, technological development will serve as the driving force while factor marketinization will be the institutional foundation of structural transformation.
