六七十年代,渭河流域修建了许多大、中型水库,这些水库经过三四十年运行,不同程度地存在这样或那样 的问题,严重影响了水库效益的发挥,一旦遇特大洪水,将面临溃坝危险,会给下游人民生命财产造成巨大的危害, 因此必须加快水库除险加固步伐,确保水库万无一失,最大限度地发挥水库效益。

Many medium -sized and large reservoirs were built in the Weihe River in 1960-70s. After 30 - 40 years operation, these reservoirs have various problems in different extent, which have severely affected the benefits of the reservoirs.
