WTO规则下的高等教育是一种产业。赋予中国高等教育"教育服务"的内涵,改变了高等教育的属性和功能。中国政府对教育服务作出了承诺,要尽快完善与WTO规则相一致的教育服务体系的法律法规。在WTO规则的框架下,中国正在打造高等教育的"航母",民办教育获得了与公办教育同等的法律地位,成人教育迎来了大发展的时机,高等学校的科技创造和成果转化被提到了前所未有的高度。
