摘要
用风险效用取代购电费用最小作为区域阻塞管理的目标函数 ,提出了全新的基于风险的区域阻塞管理算法 (RBCM)。为了论证其可行性 ,文中结合区域间传输线路过载风险进行了定量分析。在此基础上 ,定义了风险效用函数来协调利润与风险的关系 ,通过 IEEE3 0节点的算例证明该方法可行。电力市场阻塞管理与风险评估相结合符合市场化运营规律 。
A new risk-based regional congestion management method is proposed, in which the object function is represented by utility value instead of the minimum of purchase fee. The thermal rating risk is used to verify its feasibility. A utility function is defined to synthesize the profit and risk and an IEEE 30-bus system is used as a study case. The combination of congestion management and risk assessment obeys the rule of market operation, so that it is beneficial to coordinate the conflict between security and efficiency of transmission network.
