论西部地区环境教育中的伦理教育与法制教育

On Education in Ethnic and Legality in China' s Western Circumstance Instruction

西部地区是生态环境脆弱区 ,在实施西部大开发的过程中 ,应当加大环境教育实施的力度 ,以培养公众对环境的关心和理解 ,并为之做出相应的积极行动。而在西部地区全面实施环境教育战略 ,既要以环境伦理教育为核心线索 ,又要兼顾环境法律法规的宣传教育 ,通过正规学校教育和非正规全民社会教育渠道 ,采用各种行之有效的教育方式和手段 ,将环境伦理观念步步深入人心 ,使公众增强树立保护生态环境的自觉意识 ,并主动地参与一切与环境保护相关的决策活动。

China's western region is a weak eco-environmental zone. In the course of China's West Development, environmental protection instruction should be heightened in order to help the residents not only understand and care for it, but also respond actively. When putting the environmental education strategies into practice in China's west area, we must take the environmental ethnic education as a core clue and take account of the publicity of the environmental law and regulations in addition to it. Through both the channels of school education, and whole nation's social education, various effective measures must be adopted to make everyone be aware of environmental ethnic conception, and strengthen their sense of protecting environment and participate in the strategy- choosing activities concerned with environmental protection.
