Realization Degree of the Goals of the 12th Five-Year Plan for Jiangxi's Education Development and Related Evaluations and Analyses

量化分析江西省教育事业发展"十二五"规划目标总体实现情况,可以为当前"十三五"规划的更好实施提供借鉴。通过选取规划中可量化的指标,形成指标体系,建立数学模型,测算出总体和各分目标的实现度。数据表明,江西省"十二五"期间教育经费投入充足,教师队伍合格率高,教育产出显著,人力资源质量提升较快,教育事业发展总体成效良好,但中等职业学校发展后劲不足,高等学校竞争力不强,研究生教育、留学生教育亟待提升。因此在"十三五"期间要保证教育投入、优化教育结构、推进高水平大学、学科建设和发展特色办学。

Quantitative analysis of the overall realization situation of the goals of the 12th five-year plan for Jiangxi's Education Development,can provide a reference for the implementation of the "13th Five-Year" plan.This paper has selected some quantifiable indicators in the plan and formed a indicator system.By establishing a mathematical model,the author has worked out the realization degrees of the overall goal and each sub-goal.The data show that,during the 12th five-year plan period,Jiangxi had been enjoyed adequate educational fund input,highly qualified teaching body,remarkable educational output,human resources being improved at a relatively high speed and favorable overall effect of the education development,while the development potential of the secondary vocational school was insufficient;the competitiveness of colleges and universities was not strong and the postgraduate education and the education of foreign students still need to be improved.Therefore,it necessary to ensure that investment in education,optimize the educational structure,promote the high level university,discipline construction and development of school characteristics in the "13th Five-Year" period.
