略论我国安全发展的法治理念

Brief analysis on concept of rule of law for safe development in China

我国安全发展的法治理念是社会主义法治理念在安全发展观方面的集中反映,也是安全发展战略实践的理念支撑。从政治体制、阶级本质、法治特征和科学属性等四个方面,阐述了安全发展法治理念的本质属性,即党的事业至上、人民利益至上、宪法法律至上、科学规律至上。从依法治安、执法为民、公平正义、服务大局、党的领导、齐抓共管等六个方面,简要分析了安全发展法治理念的内涵价值。最后,在安全发展法治理念指导下,针对深化安全生产领域改革,对进一步提高立法质量、提高执法能力、增强法治观念作了详细探讨。

The concept of rule of law for safe development in China is not only the embodiment of socialist concept of rule of law in the aspect of safe development viewpoint,but also the concept support to put the strategy of safe development in practice. The essential attribute of safe development concept of rule of law was expounded in this paper from the aspects of political system,class nature,rule of law feature and the scientific attribute respectively,namely the Party's cause first,the people's interests first,the constitution and laws first,and the rules of science first. Then the connotation and value of safe development concept of rule of law were analyzed from the aspects of governing work safety by the law,enforce the law for people,fairness and justice,obey the overall situation,the Party's leadership,work together and co-management individually. At last,to deepen the reform in the field of work safety under the guidance of safe development concept of rule of law,three striving directions were discoursed,i. e.improve the quality of legislation,improve the ability of law enforcement,and strengthen the conception of rule of law furthermore.
