重庆市安全生产监管体制问题分析与对策研究

Study on problems and countermeasures of government supervision on work safety in Chongqing

从地方政府安全监管现状入手,深刻剖析了当前安全生产监督管理工作中存在的体制机制不健全、职能定位不清晰、基层监管执法作用发挥不充分等问题。在以重庆市安全监管工作实践为样本的基础上,分析了强化安监部门综合监管职能、行业部门直接监管职能、基层政府属地监管职能和加强基层安监执法机制建设的具体做法,并提出进一步改进政府安全生产监督管理工作的对策措施。

Beginning with the current situation of supervision on work safety in local government,the problems in this field were discussed in depth,such as the imperfect system mechanism,unclear function orientation,inadequate effect of supervision and control over law implementation at grass-roots level and so forth. Taking the practice experience of supervision and management system on work safety in Chongqing as example,several specific methods were proposed and analyzed to enhance the comprehensive supervision function of work safety supervision department,enhance the direct supervision function of industrial department,enhance the dependency supervision function of local government,and strengthen enforcement mechanism of supervision on work safety at grass-roots levels.Finally,several relevant countermeasures to further improve government supervision and management system of work safety were put forward.
