石化企业作业票证移动定位签发系统的研发与应用

Development and application of mobile positioning issuing system for work ticket in petrochemical enterprises

为了解决石化企业作业现场作业许可票证现场签发与监管存在的问题,强化企业员工、承包商人员在生产现场作业前凭票作业、落实作业过程中的安全防范措施,规范作业前票证的填写、签发和现场监护,提出了基于防爆手持终端的石化企业作业票证移动定位签发系统的设计思路,并介绍了系统功能要求。通过企业试点应用表明,利用本系统可有效解决企业作业票证填写不规范、不到现场签发或事后补票和补签等问题,实现了作业票证定时间、定位置、定人员和定单位的"四定"签发,同时还实现了票证的实时监控与信息化监管,取得了较好的效果。

In order to solve the problems in issuing and supervision of on-site work permit ticket for petrochemical enterprises,to strengthen working with the ticket as proof before the enterprise staffs and contractor staffs begin to work,implement the safety protection measures in working process,and regulate the filling and issuing of work ticket before working and on-site guardianship,the design idea of mobile positioning issuing system for work ticket in petrochemical enterprises based on anti-explosion hand terminal was presented,and the functional requirements of the system were introduced. The practical application showed that the system can effectively solve the problems of irregular filling of work ticket,without on-site issuing,or supplement the ticket or issuing afterwards. It realized the ' four fixing' issuing of work ticket,namely fixing time,fixing position,fixing personnel,and fixing unit,and it also realized the real-time monitoring and information supervision for the work ticket,and better results were obtained.
