水泥企业安全生产标准化创建关键问题探讨

Discussion on key issues in establishment of work safety standardization for cement enterprises

基于水泥企业安全生产标准化创建实践,归纳出了我国水泥企业安全生产标准化创建需要重点解决的关键问题及现阶段水泥企业安全生产标准化创建所面临的主要难题。提出:安标创建最重要的是加强员工的安全意识,充分调动全员参与安全管理的积极性,从而最大程度控制人的不安全行为。通过分析,从企业激励约束机制的建立、教育培训、安全文化建设、政府监管等几个方面,提出了深入推进安全生产标准化创建,建立水泥企业安全生产长效机制的设想。

The evaluation standard of cement enterprises work safety standardization,issued by State Administration of Work Safety in 2011,has provide a basis for the construction and compliance review on work safety standardization of cement enterprises in China. Through the construction according to the standard,the safety situation and safety performance of many cement companies have been improved,and the accident rate has been reduced. In this paper,the key issues to be resolved crucially in the course and the main problems to be faced with at the present stage were summed up,considering the construction practice of work safety standardization in cement enterprises.And it was elaborated clearly that the most important thing to construct work safety standardization is to strengthen the safety awareness of employees,to stimulate thoroughly initiative to participate in safety management of everyone,and thereby to control the human unsafe behavior with the maximum extent possible. Through analysis,some ideas were proposed to promote deeply safety standardization construction and build long-term mechanism of work safety in cement enterprise,such as the establishment of corporate incentive and restraint mechanisms,education,training,safety culture construction,government regulation,etc.
