随着安全生产标准化建设不断深入,生产企业的安全工作更加规范,卷烟企业安全日常监管工作任务越来越繁重,各类安全数据信息急剧增加,以往的安全管理手段已无法满足新形势下安全生产监管工作的实际需要。借助信息化手段,构建安全信息化应用系统,融合QEO体系、烟草行业安全生产标准化建设要求,搭建四个层级的安全信息化整体系统框架,设计安全生产管控子系统、业务监管子系统等四个子系统,涵盖卷烟企业安全标准化规范的所有要素和条款,将先进的网络技术、数据管理技术和物联网等技术手段融入安全生产日常监管工作,实现现场施工审批、安全巡检、隐患闭环、现场监控、相关方管理等全过程信息化管理,对推动安全管理效率、提升安全管理水平具有重要的现实意义。

With the deepening in standardization of safety production,safety work of enterprise is more standardized,and daily safety supervision task of cigarettes enterprise is more and more tough as well. Due to all types of safety data increase significantly,the past methods of safety management are unable to match the actual requirements of work safety supervision in new situation. The information technology tools were applied to establish safety informatization application system. Complying with QEO system and safety standardization requirements of the tobacco industry,an overall framework of safety informatization system that involves four-level was established,and four subsystems were designed,which included the subsystem of safety production management and control,the subsystem of business supervision and so on. The system could cover all key elements and terms of the safety standard specifications for tobacco industry. Combining the advanced network technology,data management technology and networking and other technologies into the daily supervision of production safety,the information management of whole process,such as on-site construction approval,safety inspection,hidden closed-loop,on-site monitoring,management and other interested parties,was realized. It has important and practical advantage for the promotion of safety and efficient management.
