摘要
在研究各国学者对安全文化属性的描述基础上,提出我国海外项目优秀的安全文化应具备四种属性,即领导示范、团队协作、制度建设和载体有形。分析了我国企业海外项目的地域变更、文化差异,展示了中国石油国际业务安全文化建设的途径,即提升领导示范作用,理顺领导示范与团队激励的关系;增强团队协作能力,理顺个人与团队的关系;进行制度建设,理顺文化与制度的关系;加强有形载体应用,理顺文化核心与文化载体的关系。通过四个方面的建设,全面提升海外项目的安全文化水平,保障企业海外业务安全、平稳、和谐发展。
Based on the researches of safety culture from scholars in various countries, it is proposed that four types of characteristics, containing demonstration of leadership, team cooperation, standards building and carrier visible should be included in our safety culture for overseas projects.by the analysis of the Chinese enterprises in overseas projects of regional changes and cultural differential,some methods of safety culture building for CNPC overseas pro-jects are showed, such as promoting the visible leadership to motivate the team, promoting the team cooperation to strength the relationship between the individual and team, promoting standardization to strength relationship be-tween the culture and compliance and promoting the physical carrier applications to strengthen the relationship be-tween the core culture and the carrier.Through the comprehensive construction in four aspects, the level of safety culture in overseas projects is enhanced to ensure safe, stable and harmonious development of the overseas busi-ness.
