摘要
针对海外建筑施工企业安全培训效果不理想的现状,分析了海外EPC项目HSE培训中存在的问题及原因,结合中亚管道乌国段压气站EPC项目培训管理经验,从培训需求分析、培训计划制定、培训实施、培训效果评估四个层面,探讨了如何分层次、有秩序的构建适合海外项目的 HSE培训体系,并编制了管理人员和操作人员的培训需求矩阵。另外,从培训流程设计、培训队伍建设、激励机制、培训档案四个方面,分析了如何建立高效的培训保障体系。HSE培训体系和培训保障体系的建立,可为海外EPC项目的 HSE培训管理工作提供借鉴。
In allusion to the unsatisfactory situation of safety training effect in construction enterprises,problems and causes in HSE training of overseas EPC project are analyzed. Combined with training management experience in gas compressor station project of China-Uzbekistan pipeline,it is studied how to build HSE training system of overseas projects,in four aspects( training needs analysis,training plan,implementation of training plan and effect evaluation). And then,training matrixes of enterprise administrators and operators are established. In addition,it is introduced how to establish efficient training work system from four aspects: training process,trainer team,incentive mechanism and training documents. In brief,the HSE training system and working system established in present paper can provide reference and help for HSE training management in overseas EPC project.
