重视人性因素——一种提高HSE管理表现的有效方法

Paying a great attention to human factors: an efficient method to improve HSE management system

人性因素是HSE管理体系中最为重要的因素之一,在推进HSE管理体系建设的工作中必须引起足够的重视。经过二十多年的发展,东方地球物理公司的国际勘探业务已成为中石油海外业务的一面旗帜。随着国际业务的发展,HSE管理体系在BGP走向海外的过程中发挥着越来越重要的作用。简要总结了BGP在HSE管理体系建设过程中重视人性因素所取得的成就,并提出了建立安全HSE文化,培育引入人性因素的土壤;完善HSE管理体系及制度;注重设施设备完整性;激发个体参与程度等一些看法和建议。

Human factors is one of the major elements should be seriously considered by the organization/manage-ment during the process of promoting the HSE management system.As one of the major players in the up-stream oil industry, the BGP international business has been recognized as"A flag"of CNPC, during the past 20 years.Fol-lowing the business growth and development, the HSE management has been playing an important role since BGP stepped out the first step to the international market.In this article, some achievements of BGP on developing and promoting HSE management system in the aspects of human factors are briefly summarized, and then some benefi-cial suggestions are proposed.
