在中国石油海外投资的国家中,阿尔及利亚属于高风险级国家。继中国石油社会安全管理体系在海外成功试点后,中油国际阿尔及利亚公司主动在海外勘探开发公司的所属海外项目中进行社会安全管理体系推广工作。文章通过社会安全管理体系文件的编制和推广方面所做的相应工作,从海外项目安全稳定和谐发展的角度出发,结合社会安全管理体系在项目运行中的实际情况,考虑、评估潜在的社会安全风险,配套落实风险控制措施,强化责任意识,提高自身素质,认真履行职责,有效降低海外项目社会安全风险,持续改进项目的社会安全管理绩效。

Recent years, China National Petroleum Corporation develop investment and provide technical service o-verseas, All of the oversea project of China National Petroleum Corporation, according to the high risk classification of the country where project located in, Algeria project belongs first grade of high risk country.After social safety management system of china national petroleum Corporation are successfully adopted by oversea project, PetroChina International ( Algeria) Company are active to generalize the social safety management system In oversea project. this article introduce related work what we had done on the aspect of generalizing and constituting the social safety management system document, in the point of view that oversea project production operation or any other relevant matter shall be safe.stable and harmonious development, combined with the actual situation of project, potential social safety risks shall be considered and assessed, corresponding risk controls shall be implemented enhance risk awareness of social safety-related responsibilities, improve related knowledge and skills of project staff, diligently conduct related duties,reduce the social safety risk of oversea project effectively, promotes a desirable social image, and continually improve social safety management performance of oversea project.
