除神华集团所属铁路外,其他地方铁路运输企业在安全管理水平、人员素质、设备状况、安全环境等方面与国铁有不少差距,全面了解地方铁路存在的不安全因素和安全风险,对矿区地方铁路安全风险防控管理具有较高的指导价值。结合矿区地方铁路安全生产特点,辨识了矿区地方铁路安全管理中存在的主要不安全因素和安全风险以及可能触发的安全事件,并结合宁东铁路公司安全管理的实际情况与工作经验,提出加强地方铁路运输安全风险防控的策略。

With the exception of railways owned by Shenhua Group,local railway transporting businesses have a great gap comparing to national railway,including safety management,staff capability,equipment condition,safety environment etc. There lies great values in understanding the safety risks in local railways,as it contributes to safer railway and better risk management in the mining regions. Here we explore the safety risks and potential unsafe occurrences resulted from poor safety management of local railway in mining regions. Drawing from actual on- the-ground experiences with Ning Dong Railway Co. Ltd.,a strategy to improve local railway safety management is proposed.
