对“岁月号”客滚船翻沉事件的思考

2014年4月16日,韩国"岁月号"(SEWOL)滚装客轮在韩国屏风岛附近翻沉,造成死亡和失踪人数共达302人,教训极其深刻。通过对"岁月号"发生翻沉事件过程进行分析、研究,查找出事件发生的直接原因和根本原因,探讨在安全管理上应汲取的教训,促使人们重视安全管理和应急处理机制,避免类似事件再次发生。

On 16 April 2014,the South Korean roll- roll passenger ship ’Sewol’ sank in the waters off the Jindo island,South Korea,with a total number of 302 people dead and missing. The president of the South Korea apologized for the loss. The South Korean prime minister and the president of the country’s classification society resigned due to the loss,and the Prosecution Service of the South Korea pressed the ’charge of murder’ against the master and others concerned. The Prosecutors’ Office at Incheon,South Korea issued a class arrest warrant for the custody of Yoo Dae- kyun- the eldest son of Yoo Byeong- eon- the ship’s owner and the president of the Chonghaejin Marine Company,and the lessons are very profound. With the reflection on the course of the sinking of MV Sewol,lessons can be learnt to avoid the recurrence of the similar incident.
