摘要
针对国际油价下跌给物探企业带来的生存和发展问题,东方地球物理公司肯尼亚项目管理层提出以市场竞争、项目运作为平台,通过HSSE的差异化管理开启和实现新服务模式,既要"安全",又要"替客户省钱";以东方地球物理公司在肯尼亚作业区的经验为例,阐述了HSSE差异化管理的应用。结果表明:HSSE差异化管理是实现项目整体运营目标的有效途径;将ALARP理论运用于风险控制是降低安全管理成本的科学依据;属地化管理、差异化培训是实现项目安全管理目标经济、有效的手段;在项目运作中,项目管理层根据不同的甲方、不同的合同标准、不同的工区差异性等灵活调整作业模式,充分利用自身的管理经验和优势,替甲方分忧和解决问题,良好的甲乙方沟通,在相互理解的基础上共同解决项目难题,才能实现甲乙方双赢的最终目标。
In response to the unprecedented survival and development problem brought by the falling oil price of geophysical companies,BGP Kenya management put forward the idea of opening up and realizing new service mode through HSSE differential management based on current market competition and project operation,which requires not only " safety" but also "saving money for clients". Taking the experience of BGP Kenya as an example,it is explains how HSSE differential management are applied into five aspects including ALARP principle on control risk,Area HSSE responsibility management and differential training,flexibly operational adjustment,fully making use of successful community and security management for client problem-solving,good handling of relationship between individuality and commonality in cooperation with clients,eventually achieve project safety management and low-cost goals. It enhances the competitive advantage of enterprises.
