尼罗河公司安保风险动态量化评估及预警程序研究

针对当前国内外安保风险评估及预警方式的不足,设计了动态定量风险评估预警模型,以项目所涉及的各类安保事件、政府整体安保风险信息、人员及作业场站分布、各类安保事件严重性分级、往期安保事件人员及财产损失等信息为主要输入处理对象,开发了相关程序处理程序;程序在多个突发事件的应对工作中进行了应用。结果表明:该程序具备各类安保事件信息分类汇总、发展趋势同比及环比分析、安全防范措施建议、安保关键绩效指标数据实时统计等功能,可准确、及时和动态实施作业区域的安保预警,操作简便,应用方便。该程序有助于实施作业区域安保风险动态量化评估和预警。

This quantitative security risk assessment procedure is based on each security case happened in our oil field,Sudan government dynamic security information,employees and working units allocation,all employee injuries and facility losses which caused by all security causes happened in oil field. So this quantitative security risk assessment procedure can provide any 30 sub-area dynamic security assessment in our oil field and the security management suggestion which is obviously more advanced than other security risk assessment procedures. It also provided very positive effects during 12. 15 South Sudan internal war and 2016 Sudan Darfur election and daily security management.
