南苏丹“5.20”紧急撤离事件的前期准备和善后安排实践

Preliminary preparation and post-implementation for "5.20" emergency evacuation in South Sudan

为提高在高风险地区应对突发社会安全事件的应急反应能力,从应急处置过程的全周期角度出发,从常态化的安保管理,转移/撤离过程,善后处理等方面,对南苏丹"5.20"应急撤离过程和效果进行综合分析,从统一指挥和常态化应急工作部署、到建立信息收集平台与系统分析,重点落实长效安防机制和落实应急资源;在突发事件状态下,如何从信息预警到人员转移,资产保全到雇员遣散与留守安排,外部资源获取与协同互助,同时还要考虑到落实业务连续性和业务重启要求,为下一步重启现场生产奠定基础。

In order to improve the emergency response ability to deal with unexpected security incidents in high-risk areas,this paper mainly discussesthe implementation of long-term security mechanisms and tamping down on emergency resources from following perspectives: the full-cycle emergency response process,the comprehensive analysis of the " 5. 20" emergency evacuation process and the effectiveness,the unified command and normalization of emergency work and establishment of an information collection platform and system analysis,focusing on The paper also studied how to realize information alert successfully transferring to personnel,asset preservation as well as employee demobilization and retention arrangements,accessing to external resources and mutual assistance,simultaneously taking into account the implementation of business continuity and business restart requirements. That lays the foundation for restarting the site production in the next step.
