摘要
为了使中方企业在海外市场开拓中更好的管理和使用外籍员工,减少企业用工成本,满足当地政府解决公民就业的要求,提高员工当地化率的同时降低中方员工在社会安全高风险项目的暴露风险。以长城钻探尼日尔综合项目部在钻修井队伍中外籍员工的管理为经验,结合当地员工在语言、文化、习俗、观念、信仰等方面的差异,在外籍员工的管理与HSE培训方面总结经验和做法。在实际生产管理中运用这些方法,转变了外籍员工的行为习惯,提升了安全意识和操作技能,使得中方企业的安全管理理念和方针得到贯彻和落实,同时保障了生产安全平稳的运行。
In order to improve the management of foreign staff in overseas market development,reduce the labor cost of the company,meet the local government's requirements for employment,increase the localization rateand reduce the exposure risk of Chinese employees in project with high-risk social security. The differences are considered in the language,culture,customs,idea and belief of local staffs,and based on the experience of the Niger Integrated Project in well drilling and work over rigs,the safety awareness,operational skills andbehavior habitsof foreign staff aregreatlyimprovedby using the management and HSE trainingmethods whicharesummarizedfrom good experiences and practices of the Niger Integrated Project. Conclusion with the use of the method made it visible thatthe management concept and policy of Chinese enterprise areimplemented,at the same time,the company's safe and smooth operation can be obtained.
