For the construction work can be proceeded smoothly in Middle East market,the manuscript uses demonstration methodology to research the HSE management of the engineering construction project in Middle East. The result shows that Middle East HSE management presents special management culture which is different from either Europe & America or Middle/East Asia. This paper focuses on the issues about petroleum engineering construction HSE management and practice.
