海外石油石化企业HSE风险分级防控的实践与探讨

Practice and discussion of HSE risk classification prevention and control in overseas petroleum and petrochemical enterprises

为了进一步提高海外石油石化企业的HSE管理水平,考虑到海外石油石化企业所处的环境以及面临的风险与国内企业有所不同,需要一套适合于海外项目特点的HSE风险分级防控管理模式和技术工具。因此从构建海外石油石化企业HSE风险分级防控方法入手,对提升海外石油石化HSE管理水平的方法和工具进行了研究,而后通过整理分析近两年的实践成果和经验,对方法的可行性和有效性进行探讨,并指出海外石油石化企业在HSE风险分级防控工作中,需要不断加强和持续提升的方面,结果表明:海外石油石化企业HSE风险分级防控方法和工具是科学合理的,能够有效提升HSE管理水平。

In order to further improve the overseas petroleum and petrochemical enterprise HSE management level,and take into full account of the differences from overseas petroleum and petrochemical enterprise environment and the risks faced by domestic enterprises,it is need to develop a suitable overseas project characteristic HSE risk classification management mode and technology tools. This paper firstly studied the construction of overseas petroleum and petrochemical enterprise HSE risk control methods,methods and tools to improve the level of management of overseas petroleum and petrochemical HSE,and then through the practice achievements and experience analysis of nearly two years,the feasibility and effectiveness of the method is investigated. It points out that the risk classification and control of overseas petrochemical enterprises in HSE,needs to be c strengthen and improved. The results show that the overseas petroleum and petrochemical enterprises HSE risk classification and control methods and tools are scientific and reasonable,which can effectively enhance the management level of HSE.
